Yes, if the texture is sound. The knockdown is scraped or sanded down, then two or more coats of joint compound are applied over the whole plane so joints and old texture do not flash. Loose or wet texture has to come off first.
Is skim coat the same as Level 5?
No. Level 5 is a thin skim over a proper new Level 4 hang. Skim coat over existing walls is a remodel: covering orange peel, knockdown, or a badly patched rental so the room can take a smooth paint.
