Finish levels, in plain language
Level 3 is tool marks allowed, for heavy texture that will hide them. Level 4 is the default: no ridges, no tape showing, ready for knockdown or flat paint. Level 5 is a skim coat over the entire surface so the gypsum face and the joint compound take paint the same way. Enamel, dark colors, and critical lighting need Level 5. Most production homes here never get it, which is why a remodel that switches to a smooth wall looks like a different house.
Sanding is 150 to 220 grit, vacuum-assisted if the house is occupied. Dry sanding a whole floor without containment is how dust ends up in HVAC. A light check with a work light held parallel to the wall is the last step. If a ridge shows then, it will show after primer.
Skim coats on old walls
A 1990s knockdown that someone wants smooth is not a sand-and-paint. The texture is scraped or sanded down, then a setting-type skim, then a topping skim. Paneling, orange peel, and badly patched rentals take the same sequence. Call with the finish level in the spec and whether the house will be empty.

What finish level do most Meridian houses need?
Level 4 is the production standard: joints concealed, ready for texture and flat paint. Kitchens with gloss cabinets, long walls with windows, and any surface getting enamel want Level 5.
Why do joints still show after paint?
Usually a missed finish coat, a joint that was sanded through to the tape, or a Level 4 wall painted with a semi-gloss and no texture. Grazing light from a sliding door makes it worse. The fix is a skim, not another coat of paint.
What is the difference between finishing and a skim coat?
Finishing is the last coats on a new tape job, usually to Level 4 plus texture. A skim coat covers existing knockdown or orange peel on old walls. Level 5 is a thin skim over new Level 4 board.
